    Description

    Bernard S. Black, MA, JD, is Site Principal Investigator for this grant. He is an expert on the empirical study of legal reforms, and founding Chairman of the annual Conference on Empirical Legal Studies. His principal research areas include health policy, medical malpractice, and research design for causal inference. He will work on all aspects of the project, including analysis of the core Medicare fee-for-service dataset to be used in the project, which will be housed and analyzed on a HIPAA-compliant server at Northwestern University, development of the analytical research design, analyses of results, and preparation of external reports and manuscripts.
