The Effect of the Affordable Care Act’s Medicaid Expansion on Hospital Uncompensated Care

We wish to request support for a project to write an Issue Brief, to be published on the Commonwealth Fund’s web site on the effect of the Affordable Care Act’s Medicaid expansions on the uncompensated care burden faced by hospitals. We published an article in the August 2016 issue of Health Affairs documenting a substantial decrease in uncompensated care in hospitals in Medicaid expansion states in 2014. Since we wrote that paper, two developments make a further investigation of potential interest. First, data for 2015 is now available, which allows us to further trace out the effects. Second, the change in the set of policy proposals related to the future of the Medicaid expansion is very different today than it was when our article was initially published.
