NSF was responding, in part, to pressures from researchers in the form of quality proposals as well as direct suggestions from organizations of research institutions, notably the Council of University Transportation Centers, an association of U.S. academic research units. In addition, it had become clear to almost every transportation researcher in the United States, and to NSF as well, that academic research support from mission-oriented agencies had eroded to almost nothing in the past 10 years; support for basic research, of the type that might provide the knowledge necessary for the applications and innovations of the next 10 years, was virtually unavailable.",
