In 2005, the issue of standardized assessment data and concerns about siloed payment systems for post‐acute care reemerged. Congress passed the Deficit Reduction Act of 2005, which required the CMS to develop and test standardized data elements for acute and post‐acute care to help align payment and quality measurement across post‐acute care. Dr. Stineman was asked to contribute to the Post‐Acute Care Payment Reform Demonstration, which was the contract funded by CMS to implement this effort, given her expertise as a physician, scientist, and the developer of the IRF PPS. 16
